摘要

This report evaluates the Neighborhood Reinvestment Corporation and its Neighborhood Housing Services (NHS) program, which offers assistance to deteriorating neighborhoods nationwide. The NHS program aims to improve neighborhoods by increasing residents' confidence in their communities and thus stimulating investment, increasing lenders' confidence in the neighborhood and thus ensuring that home improvement and mortgage financing will be readily available, and by improving public services and facilities. Analysis indicates that the program has successfully produced skilled local organizations but that the development process is slow and costly. The success rate appears to be related to careful site selection, the presence of Corporation staff in the community, and other factors. NHS's vary considerably in terms of the types of neighborhoods and clients they choose to serve and in their organizational and operating characteristics. NHS activities have led to improved housing and neighborhood conditions, investment levels, and property values. Footnotes, numerous data tables, and appended evaluation methods are included.
