This paper addresses the problem of state controllability in the presence of additive disturbances. Controllability is defined, and the creation of an associated disturbance-free problem is addressed. Obtaining global controllability through the use of the enveloping operation is discussed. The paper's main results are stated in Theorem 4.1, which gives criteria for controllability that involve looking at the convergence properties of certain scalar-valued time functions that are created from the known data. It is also shown that the required calculations can be simplified for the special case of a polyhedral target.
