Arson is not an isolated crime nor is it exclusively a fire problem. Rather, arson is a complex, multi-faceted phenomena closely tied to prevailing socio-economic conditions, population shifts and patterns of housing deterioration and abandonment. The City of New Haven received a $10,000 award in August of 1978 from the Factory Mutual Engineering System to support the development of an innovative arson predictability model. It had previously been assumed that no recognizable difference existed between buildings which sustain fires and those which do not. However, the Fire Department felt it was possible to identify buildings which were potential arson targets by monitoring these signals. Moreover, if the appropriate preventive measures could be undertaken by City officials, law enforcement agencies, insurance companies and financial institutions, arson fires could be prevented.
