The document represents the final report of an exploratory evaluation of the Early Childhood Education efforts supported through several program divisions within the Bureau of Education for the Handicapped. This preliminary study of the Early Childhood Education Effort addressed the following study questions: (1) What are the expectations and objectives of program managers within BEH; (2) Do those above the Bureau agree with the intended program; (3) Does BEH have measures for its intended program; (4) Is BEH's description of its intended program a sound representation of its program in the field (The findings are based on a small sample of site visits and do not represent the national program as a whole); (5) Are the activities that are in place likely to realize BEH's objectives for the program; (6) How would management use information on program performance. Chapter 2 of this report frames the findings of the exploratory evaluation around the six study questions. Chapter 3 contains a set of management and evaluation options for the Early Childhood Evaluation Effort as a whole and for Individual Bureau programs which serve preschool handicapped children.
