The report presents policy recommendations resulting from a four-year demonstration to help rural minorities and poor people obtain high-paying construction jobs on large, federally-financed projects in their areas. Special outreach efforts, training in construction craft skills by the unions, and affirmative action monitoring were employed on six case-study sites in the Southeast and Southwest. The report also contains recommendations for furthering local economic development by increasing the number of jobs induced by the project, and strengthening employment linkages to local disadvantaged people. The recommendations relate to the employment and development programs of many federal, state and local agencies, as well as community development groups.

The collaborations analysed span academia, civil society and government, from the grassroots to the national and global levels.
