Results are presented of research undertaken to study the process of organized technological innovation within the firm through literature assessment and the development of explanatory theories and to assess the extent to which mathematical models can be constructed which are consistent with those theories and which are useful for policy analysis. Attention is focused on government policy and regulation, market structure, and the role of consumer information as they relate to organized technological information. Models proposed to describe organizational decision processes, including resource allocation, are assessed. Because analysis reveals that no existing model had been designed for policy analysis, a new model is developed for this purpose. The descriptive properties of the model are reviewed, and the model is shown to be consistent with the Newell/Simon theory of human problem solving as an information processing system as well as with the descriptive literature of R&D resource allocation.
