Collision Avoidance Performance with Visual Sighting, Radar and Collision Avoidance System

This report describes the results of an experiment using the Maritime Administration's Computer Aided Operations Research Facility (CAORF) ship maneuvering simulator to compare the effect of various levels of electronic aiding on bridge watch officer performance in various collision avoidance situations. Officer behavior was examined in open-sea encounters with varying traffic density using visual lookout only; conventional radar; and a computer-based collision avoidance system (CAS), which facilitates threat assessment and provides some indication of avoidance maneuvers, but does not itself prevent collisions. The results clearly show that use of the collision assessment system offers a significant improvement in safety - especially in multiple ship encounters. It was also demonstrated that the use of radar in heavy traffic conditions with unlimited visibility provides almost no advantage over visual sighting only.
