Professional psychologists have assumed that content validity strategies are correct for the development of assessment centers, and in general they are right. The Federal Executive Agency Guidelines emphasize criterion-related, since civil rights attorneys and psychologists were concerned lest content validity become a dumping ground for the careless practitioner, or determined to require criterion-related validity for reasons related to equal employment opportunity issues. Criterion related validity studies are not suitable in many situations, assessment centers being one, because of the large sample size they demand and because of their excessive cost. The Guidelines do allow content validity, and assessment centers should endeavor to comply with the Guidelines even when no adverse impact exists, by using behavioral definitions of constructs, expanding assessment techniques, and giving greater attention to documentation of the assessment center process.
