All of the scientific sounding-mission requirements of ARDC can be performed by three classes of vehicles: high-velocity fin-stabilized vehicles, controlled vehicles, and low-cost fin-stabilized vehicles. At the present time there are two families of vehicles which have the required characteristics of the first two classes. These two families are, respectively, the HTV and the SCOUT/609 classes of vehicles. There is no adequate family of cheap, fin-stabilized vehicles corresponding to the third type. These vehicles are required for about 70 percent of all of the ARDC sounding missions requirements for the next decade.nAn analysis of the portion of the mission requirements that can be satisfied with fin-stabilized, unguided vehicles shows that the required family of vehicles may be composed of 6 solid-propellant motors and a minimum of accessories, such as thrust-transfer cones, fins, insulation, etc. These components may be combined into 21 vehicles of different payload-altitude capability; these vehicles represent the best compromise between individual mission efficiency, overall mission efficiency, and versatility.
