NCDs National Disability Policy: A Progress Report fulfills our mandate by highlighting recent achievements that show significant progress on disability policy and identifying areas where action is acutely needed. As charged by statute, this report serves not merely as a report on NCDs efforts or even of the federal government, but rather on significant developments across the nation. While the report focuses on the period between September 2011 and June 2012, we also seek to contextualize recent developments to illustrate progress and how progress is often agonizingly elusive. The material in this report is based on our engagement with stakeholders, actions among federal agencies and Congress, and NCDs own policy projects.
