The report which follows presents conclusions and recommendations dealing with improve¬ments in air navigation facilities and air traffic control and their relationship to the growth of civil aviation and to air defense. It has particular value in that it sets forth essential de¬tail involving important changes in the application of concepts known to be sound, and empha¬sizes the importance of translating these concepts into practical day-to-day flight operations.nThe necessity for maintaining the Common System in a state of readiness for a national emergency requires that the air defense and air traffic control functions be appropriately integrated, maintained, and operated on a working basis in peacetime
