摘要

In this publication, we estimate the abatement potential and reduction costs at the Finnish non-ETS sector. We collected estimates and viewpoints from the literature and updated emission projections of each non-ETS subsector. We compared updated with measures and with additional measures estimated to current -16 % target for Finland and to possible tighter target (estimated -23 %). The current target would be possible to reach with domestic measures only if all additional measures could be implemented. We also used SONETSmodel to estimate the costs and economically reasonable emission reduction measures to reach the targets.
