摘要

According to the 2007 Census of Governments, property taxes accounted for 71.4 percent of all local government taxes. Given this magnitude of property tax, as a driver and indicator of local government fiscal conditions, the Governments Division of the U.S. Census Bureau has begun examining methods for collecting data on taxable property values (TPV). In the broadest sense, the purpose of TPV is to provide an inventory of the taxable (assessed) value of property in the United States. Various iterations of TPV have been performed in the past, but a full scope survey has not been conducted since 1982. The exploratory study involves a program of research and testing in order to explore a conceptually sound and cost-effective means of collecting these data.
