Measure the effect of hospital service openings and closures on access and cost of care. Examine the determinants of services openings and closing and investigate the effect of market and regulatory characteristics on changes in services offerings. The authors examine the entry and closure of cardiac; labor and delivery; emergency and psychiatric care using the Health Care Cost and Utilization Project (HCUP) data AZ, CA, CO, FL, IA, NJ, NY, WA, and WI from 1995-2005 combined with American Hospital Association Annual Survey data (1995-2004); Medicare Cost Report data (1995-2005); and US Census data (2000). We examine admissions by payer, race, age-group, and diagnosis to understand how admissions and procedures performed are affected by the availability of services.
