For Evaluation Year (EY) 2008, the Ohio coal regulatory program is best characterized as a period of change, both programmatically and organizationally. The Ohio Division of Mineral Resources Management (Ohio) is currently in the midst of significant changes to their organization. The changes include instituting a new three-Deputy Chief management structure designed to refocus attention to program-specific responsibilities. Other changes include the recent appointments of a Division Chief, two Deputy Chiefs, legal counsel, and additional positions in the permitting section. These changes and further restructuring are envisioned to provide a renewal to Ohios commitment to improve program performance to better serve the environment, coal field citizens, and the Ohio coal industry. Implementation of Ohio House Bill (HB) 443 became a primary instrument of change for the entire coal regulatory program. The recent establishment of the Reclamation Forfeiture Fund Advisory Board to monitor performance security program funding and expenditures is an example of the many program changes currently underway, with several other program improvements in the planning stages.
