摘要

Scoping is the first step and an integral part of the EIS process. It is an early and open process for determining the scope of issues to be addressed and for identifying the significant issues related to a proposed action (40 CFR Part 1501.7). The objectives of the scoping process are as follows: engage State, local, and Tribal governments and the public in the early identification of concerns, potential impacts, and possible alternative actions; determine the scope and the significant issues to be analyzed in depth in the EIS; identify potentially significant issues related to the proposed action, as well as identifying and eliminating issues that are not significant or that have been covered by prior environmental review; identify the scope of issues to be addressed and integrate analyses required by other environmental laws (e.g., Endangered Species Act, National Historic Preservation Act); and identify technical studies needed to adequately address potential impacts of the project.
