The Pacific Fishery Management Council (Council) has submitted a request that National Marine Fisheries Service (NMFS) promulgate an emergency rule to prohibit participation in 2007 in the shore-based, catcher/processor, and mothership sectors of the fishery by any vessel that has no sector-specific history of participation prior to January 1, 2007. The Council's proposal is intended to address conservation and management concerns that would be expected to result if such new entry were to occur in 2007. This environmental assessment has been prepared to provide National Oceanic and Atmospheric Administration (NOAA) decision makers and the public with the information and analysis used to determine that the proposed action is consistent with the Magnuson-Stevens Act and other applicable law and that the analysis of alternatives meets the requirements of the National Environmental Policy Act (NEPA). This report incorporated by reference portions of the Final Environmental Impact Statement prepared by the Pacific Council to evaluate the Proposed acceptable Biological Catch and Optimum Yield Specification and management Measure for the 2007-2008 Pacific Coast Groundfish Fishery and Amendment 16-4: Rebuilding plans for Seven Depleted Pacific Coast Groundfish Species (NMFS, 2006).
