The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) documented more than 26,000 bombings and attempted bombings from 1979 to 2005. Two of the most significant, the 1993 bombing of the World Trade Center in New York City and the 1995 bombing of the Alfred P. Murrah Federal Building in Oklahoma City, prompted Congress to pass the Antiterrorism and Effective Death Penalty Act of 1996 (hereinafter referred to as 'the Act'). The Act included a variety of measures designed to deter and punish acts of terrorism. It also included a mandate for the Secretary of the Treasury to conduct five separate studies, reflecting Congress's belief that these study results would be valuable in preventing or investigating bombing incidents. On behalf of the Secretary, ATF conducted the mandated studies, which included: A study into the feasibility of tagging explosive materials for purposes of detection and identification; a study into the feasibility and practicability of rendering inert common chemicals used to manufacture explosive materials; a study into the feasibility and practicability of imposing controls on certain precursor chemicals that can be used to manufacture explosive materials; a study of State licensing requirements and other controls for the purchase and use of explosives; and a study of the possible use of technologies (such as explosive detection technologies) designed to prevent and solve acts of terrorism.
