The Superfund Health Investigation and Education (SHINE) program, part of Oregon Public Health Division (OPHD), developed this Health Consultation (PHC) to evaluate the public health risk of exposure to air emissions from the J.H. Baxter wood treating facility in Eugene, Oregon. The public health implications of exposure to creosote was evaluated for residents living near J.H. Baxter in neighborhoods directly north, northwest, and northeast of the site. The health consultation is based on air monitoring conducted by the Lane Regional Air Protection Agency (LRAPA). Air monitoring was targeted on days when emissions from J.H. Baxter were expected to be at maximum levels and meteorological conditions were most likely to carry emissions towards the neighborhoods to the north. This was designed to try and capture worst case exposure scenarios. SHINE has concluded that the current air monitoring data does not indicate people will become chronically ill from the PAHs from J.H. Baxter creosote emissions. Although naphthalene levels exceed health guidelines, these guidelines are designed to be health protective and air levels just above these guidelines are not likely to result in adverse health effects.
