摘要

As a matter of principle, part of strengthening our national security, and an essential element of international development, USAID promotes good governance and the transition to democracy throughout the world. Good governance encompasses commitment to the rule of law, the public good, transparency and accountability, and effective delivery of public services. While democracy is not essential for good governance--and bad governance can occur under formal democratic structures--democracy and good governance together provide the strongest guarantee of security, justice, and economic development. Although many of the challenges to democracy have remained unchanged for decades, new ones emerged in the early 1990s when USAID began to comprehensively address these challenges.
