摘要

During the early-to-mid 1990s, the Gulf of Mexico Fishery Management Council devoted more than three years to the development of an individual transferrable quota program (ITQ) for the commercial red snapper fishery. It was implemented in 1995 (60 FR 61200, November 26, 1995). Congressional action in late 1995, however, prohibited implementation of any new ITQ programs in any U.S. fishery, including the Gulf of Mexico red snapper fishery, before October 2000. This moratorium was subsequently extended until October 1, 2002, by passage of HR 5666 which also provides authority for the Gulf Council to develop a profile for any fishery that may be considered for a quota management system. With anticipation that the ITQ moratorium imposed by Congress would lapse in October 2002, some commercial red snapper fishermen approached the Gulf of Mexico Fishery Management Council and requested that it develop an ITQ 'profile' for the commercial red snapper fishery. In response, the Council convened a panel of commercial red snapper fishermen and other knowledgeable individuals, referred to as the Ad Hoc Red Snapper Advisory Panel (hereafter, AHRSAP) to develop such a profile. This profile represents the first step in the process of implementing an ITQ program in the Gulf of Mexico commercial red snapper fishery.
