摘要

This paper describes and analyzes the role of State Vocational Rehabilitation Agencyes (SVRAs) in the current and future implementation of Ticket to Work (TTW). Section I provides an overview of the current SSA VR Reimbursement Program, under which SSA reimburses SVRAs over $100 million annually for services provided to over 10,000 beneficiaries each year. The current reimbursement program provides a context for understanding the actions of SVRAs during the initial stages of Ticket implementation. Section II summarizes SSA guidelines for SVRA participation in the TTW Program. Section III describes SRVA TTW implementation activities in areas such as preparation for Ticket rollout, selection of EN payment systems, staff development activities, program operations, program marketing activities, program administration, and relationship with Benefits Planning, Assistance and Outreach (BPAO) programs. Section IV analyzes the SVRA efforts to date to design and implement VR-EN agreements. Section V offers a number of recommendations to improve program outcomes.
