摘要

The Swedish Defense Research Establishment (FOA) has been commissioned to study the effects on defense industry of changes in defense procurement, i.e. in future the defense industry's main tasks will be to study technical possibilities of new systems, as well as upgrade and support existing defense systems. Ericsson Microwave Systems, Kockums and Saab Bofors Dynamics have been interviewed about the effects. According to the interviews the industry will increase its prices on research and development to cover the costs originating from such work. Until now, these costs have been covered by revenues from the sales of manufactured systems. The manufacturing of weapons systems are considered essential for the industry's survival. A loss of the manufacturing function will probably result in the industry becoming consultants without the knowledge or capability to produce future weapon systems. The interviews also indicate the importance of considering an industry's functions as being a part of a whole. That is, to be efficient an industry should produce radical breakthroughs as well as modification of existing products as well as manufacturing. The different lifecycles of procurement, education, new technology, and inputs differ to a high degree. These discrepancies create costly inefficiencies.
