This report is occasioned by the turbulent changes in the relationship between Moscow and the regions of Russia during the 1990s. it focuses on the regions of most interest to Sweden. The report consists of two papers, both with a comparative approach. The first one by Oldberg analyzes the roots of regionalism in all the six regions from the Kaliningrad Oblast in the south to the Murmansk oblast in the north with regard to their legal status, military importance, ethnic and cultural identity, economic strength and political orientation. It is concluded among other things that although the regions are all different in these respects, no region has all of them. The most that the regions have striven for is more rights to manage their own affairs or more federal support. The paper by Hedenskog first gives an overview of the federal system, its institutions and laws on the regions' rights with respect to foreign relations. It then focuses on the evolution of these relations in three selected regions, St. Petersburg, the Kaliningrad and Murmansk Oblasts. One conclusion is that the center generally supported the regions' efforts at attracting foreign investments, but that it kept strict control of their foreign relations for fear of separatism.
