摘要

Historically, patient medical records were used largely by physicians and medical211u001einsurers. However, with the creation of electronic records and large databases of 211u001emedical information, the number of health care professionals and organizations 211u001ewith access to medical records has increased. While such availability allows for 211u001eresearch that can improve the understanding of diseases and treatments across 211u001ebroad populations, the number of parties with routine access to personally 211u001eindentifiable medical data has raised concern about the potential misuse of these 211u001edata and the adequacy of the current system of protections.
