The overall goal of this project was to demonstrate, experimentally, that weight-211u001ebased rates would reduce the generation of waste in the commercial sector with 211u001ethe consequent reduction of the energy associated with the waste itself and with 211u001eits collection and disposal. The project expected to accomplish this by relating 211u001ethe cost of waste to a portion of the commercial sector. To accomplish this goal, 211u001eit would be necessary to meet two objectives. These are: (1) develop and 211u001edemonstrate a system for collection and billing which accurately relates the 211u001echarges billed for waste to the weight of waste generated, and (2) develop a 211u001esystem and a strategy that will be acceptable to the Bureau of Weights and 211u001eMeasures. This project proposed to demonstrate, experimentally, that weight-based 211u001erates would reduce the generation of waste in the commercial sector with the 211u001econsequent reduction of the energy associated with the waste itself and with its 211u001ecollection and disposal.
