On October 14, 1999, the U. S. Environmental Protection Agency (EPA) proposed211u001enational emission standards for hazardous air pollutants (NESHAP) for the acetal 211u001eresins production, acrylic and modacrylic fiber production, hydrogen fluoride 211u001eproduction, and polycarbonate production source categories (63 FR 55178) under 211u001eauthority of Section 112 of the Clean Air Act (Act). Twenty-one public comment 211u001eletters were submitted to the generic MACT docket, inclusive of the items 211u001esubmitted to the separate dockets established for each of the source categories 211u001eproposed to be regulated. Some of the comment letters received are duplicates. At 211u001eproposal, the EPA requested that commenters submit source category-specific 211u001ecomments to dockets established for each of the generic MACT source categories 211u001efor which requirements were proposed and general nonsource category specific 211u001ecomments to the generic MACT docket. This request meant that some comment letters 211u001ewere submitted to both the nonsource category-specific generic MACT docket and 211u001eone or more of the generic MACT source category-specific dockets. The comments 211u001ethat were submitted and the responses to these comments are summarized in this 211u001edocument. This summary is the basis for the revisions made to the standards 211u001ebetween proposal and promulgation.
