摘要

In response to a growing concern about hate crimes, on April 23, 1990, Congress211u001eenacted the Hate Crime Statistics Act of 1990 (hereafter The Act). The Act 211u001erequires the Attorney General to establish guidelines and collect, as part of the 211u001eUniform Crime Reporting (UCR) Program, data about crimes that manifest evidence 211u001eof prejudice based on race, religion, sexual orientation, or ethnicity, including 211u001ewhere appropriate the crimes of murder and non-negligent manslaughter; forcible 211u001erape; aggravated assault, simple assault, intimidation; arson; and destruction, 211u001edamage or vandalism of property. Hate crime data collection was required by The 211u001eAct to begin in calendar year 1990 and continue for four succeeding years. This 211u001ereport describes the guidelines for data collection.
