The National Center for Environmental Assessment (NCEA) has prepared this211u001emethodology in response to the 1993 Combustion Strategy for Hazardous Waste 211u001eIncinerators released by the Administrator of the U.S. Environmental Protection 211u001eAgency (EPA). Among other mandates regarding the regulation of this industrial 211u001esector, the strategy involved the requirement of EPA, or the regulated community, 211u001eor both to conduct indirect exposure assessments to evaluate the impact of stack 211u001eemissions. Although this mandate was specific to hazardous waste incinerators, 211u001ethe importance of the indirect pathways has extended to all combustors. The 211u001eavailable methodologies at that time to conduct an indirect risk assessment were 211u001ea 1990 document titled, 'Methodology for Assessing Health Risks Associated with 211u001eIndirect Exposure to Combustor Emissions' (IEM) and the 1992 NCEA dioxin exposure 211u001ereassessment to the Administrator's strategy, a workgroup composed of Office of 211u001eResearch and Development (ORD), Office of Solid Waste and Emergency Response 211u001e(OSWER), Office of Air Quality Planning and Standards (OAQPS) and others, 211u001econvened. The result of this workgroup was an 'Addendum' document to the 1990 211u001eIndirect Exposure document released in November of 1993. This 1993 document 211u001edescribed updates and other changes to the 1990 document; these two documents, 211u001etogether with other relevant information such as that from the dioxin exposure 211u001edocument and the Exposure Factors Handbook, provided guidance on conducting 211u001eindirect risk assessments. The Purpose of this document is to update the 1990 211u001eIEM. Most of the revisions provided in this document are based on EPA's Science 211u001eAdvisory Board (SAB) and Public comments to the 1993 Addendum. Earlier versions 211u001eof this document have undergone internal Agency and external peer review.
