The program implements DOT Human Factors Coordinating Committee (HFCC)211u001erecommendations for a coordinated Departmental Human Factors Research Program to 211u001eadvance the human-centered systems approach for enhancing transportation safety. 211u001eHuman error is a leading contributing factor in the majority of transportation 211u001ecrashes. This DOT initiative will develop technologies, methods and systems to 211u001emitigate human error and improve operator performance for both the noncommercial 211u001eand commercial operators of transportation vehicles, equipment and systems. The 211u001egoal of the program is to achieve a systematic implementation of results in 211u001etransportation practice and produce a one third reduction in transportation 211u001eincidents that result in fatalities, injuries, and property damage within 10 211u001eyears after full implementation. The initiative will focus on the following two 211u001ecritical and synergistic safety components related to human factors research, 211u001etechnology development and implementation: (1) Operator Fatigue Management (OFM) 211u001eresearch program for developing and implementing methods and technologies to 211u001edetect fatigue and to ensure alertness; and (2) Advanced Instructional Technology 211u001e(AIT) research program for developing and implementing advanced technologies to 211u001eimprove operator knowledge, skills, and attitudes with a special focus on 211u001erecognizing and responding to imminent safety threats.
