The U.S. Department of Agriculture (USDA) manages the federal crop insurance211u001eprogram and offers producers two principal levels of insurance coverage-211u001ecatastrophic and buyup. Concerned about the availability of federal crop 211u001einsurance for specialty crops, you asked us to examine (1) USDA's recent progress 211u001ein expanding coverage to specialty crops and (2) the new marketing practices 211u001einsurance program if they were charged higher fees. In 1998, the Agricultural 211u001eResearch, Extension, and Education Reform Act imposed a higher fee, which was 211u001elater reduced.
