This report discusses small busness tax issues. As the Internal Revenue Service211u001e(IRS) is reorganized into four operating units, one of which is dedicated to 211u001esmall businesses, the agency faces critical challenges in meeting the needs of 211u001etaxpayers and its managers and employees. As the testimony underscores, small 211u001ebusinesses are an important category of taxpayers. Not only do they account for 211u001enearly half the total taxes collected annually, but they also have extensive 211u001einteractions with IRS about some very difficult and complex tax issues. It 211u001efocused on federal taxes in relation to four types of small businesses (including 211u001efarmers)--sole proprietorship, partnership, S corporation, and corporation. The 211u001eremarks today concern (1) the federal filing, reporting, and deposit requirements 211u001ethat apply to small businesses; (2) the actual experience of small businesses in 211u001emeeting these requirements, including their involvement in IRSs' enforcement 211u001eprocesses; (3) the burden small businesses can face in complying; and (4) IRS' 211u001eefforts to reduce small businesses' compliance burden and improve customer 211u001eservice, especially IRS' planned reorganization.

The collaborations analysed span academia, civil society and government, from the grassroots to the national and global levels. By locating these examples within the broader debates on interactions between researchers and research users designed to strengthen evidence informed decision making, this publication offers concepts and practices to inform those funding, designing and undertaking development research. The featured case studies are explored through the perspectives of both researchers and their partners in civil society and policy. They are predominantly taken from a diverse portfolio of research projects funded through the UK’s Economic and Social Research Council (ESRC) and the Department for International Development (DFID) Strategic Partnership.
