On December 18, 1998, the U.S. Trade Representative (USTR) asked the U.S.211u001eInternational Trade Commission (USITC) to prepare a report assessing the probable 211u001eeconomic effect on the United States of China's accession to the World Trade 211u001eOrganization (WTO). The USTR requested that the USITC use formal economic 211u001eanalysis to provide, to the extent possible, a quantitative assessment of the 211u001eeffects on the U.S. economy of China's WTO membership, specifically in reference 211u001eto possible reductions in China's tariff and non-tariff measures and to China's 211u001eparticipation in the WTO Agreement on Textiles and Clothing. In supplemental 211u001erequests from the USTR on May 5, 1999 and June 16, 1999, the Commission was also 211u001easked to analyze the specific tariff and market access offers respectively, made 211u001eby China in April 1999 in the context of its WTO accession negotiations.
