Under Section 112(d) of the Clean Air Act (CAA), the U. S. Environmental211u001eProtection Agency (EPA) is developing national emission standards for hazardous 211u001eair pollutants (NESHAP) for the wood building products surface coating source 211u001ecategory. The EPA is required to publish final emission standards for the wood 211u001ebuilding products surface coating source category by November 15, 2000. For this 211u001esource category, a national volatile organic compound (VOC) rule or control 211u001etechnique guidelines (CTG) may also be developed under Section 183(e) of the CAA. 211u001eThere is a possibility that case-by-case maximum achievable control technology 211u001e(MACT) determinations will be required under Section 112 (g) for newly 211u001econstructed and/or reconstructed major sources. The information summarized in 211u001ethis document is intended to provide preliminary information that can be used by 211u001eStates that may have to make case-by-case MACT determinations under Sections 211u001e112(g) or 112(j) of the CAA. Section 1 of this document gives an overview of the 211u001einitial MACT development phase for this source category. Section 2 summarizes the 211u001eissues raised and information gathering techniques used in this process. A 211u001epreliminary characterization of the wood building products source category is 211u001egiven in Section 3. Section 3 also focuses on the source category's products, 211u001etypes of coatings used, application methods, emissions, and emission control 211u001etechniques. Section 4 addresses recommendations for next steps in the MACT 211u001edevelopment process.
