The purpose of this memorandum is to address some concerns that have been brought211u001eto our attention following the June 3, 1998 publication of the proposed Toxic 211u001eSubstances Control Act (TSCA) Section 403 Rule. In particular, questions have 211u001earisen about the relationship between the proposed Lead Guidance for CERCLA Sites 211u001eand RCRA Corrective Facilities (OSWER Directive No. 9200.4-27P, August 27, 1998). 211u001eThis memo draws upon existing information in the TSCA Section 403 proposal, the 211u001e1994 TSCA Section 403 guidance and the OSWER soil lead directive to address this 211u001eissue.
