This project is being carried out for the Florida Department of Transportation as211u001epart of the agency's commitment to a larger role for transit in the state's 211u001etransportation future. Several Florida metropolitan areas have, or are planning, 211u001erail transit services. These services will be financed in part by state funds. In 211u001eorder to maximize the benefits of rail transit, it is critical to attract the 211u001eappropriate concentrations and mixes of activities to rail corridors and station 211u001eareas that will build ridership and contribute to the quality of urban life. 211u001eExisting, proposed, and planned rail transit investments in Miami and Southeast 211u001eFlorida, greater Orlando, Tampa-St. Petersburg-Clearwater, and Jacksonville, can 211u001ebe made more cost-effective by utilizing this strategy. This research project 211u001ewill assist in implementing such a strategy by: (1) Examining ways in which this 211u001eapproach can be used to take advantage of potential opportunities on existing or 211u001eplanning, rail transit systems; (2) Identifying barriers and constraints that 211u001elimit or prevent this type of development in Florida, and in particular the 211u001ecommunities that have, or are planning, rail transit; (3) Recommending a set of 211u001eactions to overcome these barriers and constraints at the state and metropolitan 211u001elevels.
