The report is based on a public hearing National Council on Disability (NCD)211u001econducted to learn about issues facing families of children and youth with 211u001edisabilities from minority and rural communities in Louisiana. Recognizing 211u001esociety's general neglect of the needs of minorities, NCD has targeted children 211u001eand youth with disabilities from minority and rural communities as one of its 211u001epolicy priorities. Several recommendations for action by local, state, and 211u001enational policymakers emerged from the hearing. Although this report attempts to 211u001ecapture the substance of the compelling testimony, it is beyond the scope of this 211u001ereport for NCD independently to research or verify what was said at the hearing. 211u001eNCD elected to highlight the voices from one state as a vehicle to draw lessons 211u001efor public policy and its impact at the local level.

The collaborations analysed span academia, civil society and government, from the grassroots to the national and global levels. By locating these examples within the broader debates on interactions between researchers and research users designed to strengthen evidence informed decision making, this publication offers concepts and practices to inform those funding, designing and undertaking development research. The featured case studies are explored through the perspectives of both researchers and their partners in civil society and policy. They are predominantly taken from a diverse portfolio of research projects funded through the UK’s Economic and Social Research Council (ESRC) and the Department for International Development (DFID) Strategic Partnership.
