With the changes in urban development patterns and technological advancements,211u001emany times, it is necessary to open a new or close an existing outpost or a 211u001egarage to maintain highway network in an optimum fiscal way. However, the 211u001edecision to open or to eliminate facilities creates severe monetary and personnel 211u001eimplications and needs proper consideration of all cost elements. A questionnaire 211u001esurvey was conducted to obtain information regarding methodologies used by 211u001evarious state Department of Transportation to assess cost impact of relocating 211u001egarages. Replies received from Department of Transportation did not show any 211u001eparticular methodology or model being utilized for location of maintenance 211u001egarages. Most states indicated using heuristic approach to justify opening or 211u001eclosing an existing maintenance garage. Snow and ice removal is the first 211u001epriority among snowbound states in the safe maintenance of highway network. It 211u001euses a large percentage of highway maintenance budget and is a major criterion in 211u001ethe location of garage or outpost. It becomes a necessary condition in evaluation 211u001eof the cost effectiveness of the maintenance operation. An existing Snowmaster 211u001ecomputer program to assist in planning of snow and ice control was evaluated for 211u001eits effectiveness. A field test in terms of dry run was performed to check the 211u001eaccuracy of the Snowmaster generated routes.
