I discuss the purpose and usefulness of A-76 in the current federal environment.Second, I show that A-76 is not being used extensively by civilian agencies and then will discuss the effectiveness of OMB's efforts to leads the implementation of A-76, which, in our view, could be enhanced. Finally, I provide some observations regarding the necessary elements of a more active A-76 program.
