The Food Stamp Program limits the food items that can be bought with foodcoupons. The purchase of non-eligible items with food stamps constitute trafficking and is one of the major areas of concern within the program. The report deals with the feasibility of using the Electronic Benefit Transfer (EBT) to differentiate between eligible and non-eligibility items. Even though the technology necessary to accomplish this tasks exists, it would be very expensive to implement and maintain such a system. Finally, investing in the hardware and software will not guarantee the elimination of trafficking.
