Impact of Report Cards on Employees: A Natural Experiment

This is a study of the impact of the Minnesota State Employee Group InsuranceProgram (SEGIP) health plan report-card on State employee knowledge about, attitudes regarding, and choice of health plans in a managed care environment. The SEGIP, which enrolls 57,000 employees (14,000 covered lives), disseminated report cards (based on consumer surveys) comparing health plans to its employees during the open enrollment seasons in 1991, 1993, and 1995. One group of employees in SEGIP, the University of Minnesota did not receive report cards, thus, there was a natural experimental condition allowing comparison of groups who did and did not receive the report card. Investigators used a quasi-experimental nonequivalent control group study design which included two study samples--single or family coverage policies for both the experimental (State) and control (University) groups. Primary impact data were collected through pre-enrollment and post-enrollment telephone surveys immediately before and after the 1995 open enrollment periods. There were 3,573 completed telephone interviews. Impact data were analyzed using a number of standard bimodal and multivariate statistical techniques. Investigators found no report card effect on employees knowledge of health plans, their attitude about quality of health plans, or their choices in selecting a managed health care plan.
