摘要

Small U.S. farms and those run by socially disadvantaged minority operators tendnot to purchase crop insurance or to participate in insurance-type programs operated by the U.S. Department of Agriculture. The report traces the lack of use of such risk management measures to several characteristics of such farmers. They tend, more than the typical U.S. farm, to raise livestock rather than crops, and there are no government-sponsored insurance-type programs for livestock. Many of those who raise crops tend to concentrate on specialty crops such as fruits and vegetables rather than field crops that are the focus of most government programs. In many cases, farm income contributes less to the household's overall income, so a lack of insurance for the farm enterprise is less importnat than for a household more reliant on farm income.
