摘要

To assess the implications of electric industry restructuring on the natural gasindustry including the effects on the use of natural gas for electric generation and on the competitive position of natural gas vis-a-vis electricity selected end-use markets, this analysis lays out several restructuring scenarios that vary by scope, length of the transition period, extent of stranded cost recovery, electric industry structure, and level of state and Federal government regulation. Restructuring will have different efffects on generation and end-use markets for natural gas. The effects will affect producers, pipelines, and local distribution companies differently because each serves a different mix of customers. In the generation market, the prospects for natural gas look good. In end-use markets, the impact will depend on the particular market, the load profile of the equipment as well as the effects of restructuring on the electric prices. Appendixes include discussions of restructuring experience in other industries and in other countries, and a description of the Electric Power Market Model.
