National emission standards for hazardous air pollutants (NESHAP) are being211u001epromulgated for the pulp and paper industry under authority of Section 112(d) of 211u001ethe Clean Air Act as amended in 1990. This background information document 211u001eprovides technical information and analyses used in the development of the 211u001epromulgated pulp and paper NESHAP, and contains responses to comments from the 211u001eproposed rule. This document covers air emission controls for wood pulping and 211u001ebleaching processes at pulp mills and integrated mills (i.e., mills that combine 211u001eon-site production of both pulp and paper).
