The Department of Energy (DOE) has proposed irradiation of mixed-oxide (MOX) fuel211u001ein existing commercial reactors as a disposition method for surplus plutonium 211u001efrom the weapons program. The burning of MOX fuel in reactors is supported by an 211u001eextensive technology base; however, the infrastructure required to implement 211u001ereactor-based plutonium disposition does not exist domestically. This report 211u001eidentifies and examines the actions required to qualify and license weapons-grade 211u001e(WG) plutonium-based MOX fuels for use in domestic commercial light-water reactor 211u001e(LWRs).
