摘要

This report is based on an evaluation of USAID experience with energyconservation in a sample of six countries: the Czech Republic, Guatemala, Hungary, Jamaica, Pakistan, and the Philippines. Data from a range of country situations make it possible to develop a common set of findings and lessons. A uniform analytical framework was used to assess the impact of the programs. This synthesis identifies factors affecting program performance and program impact. It is designed to help USAID managers learn from the experience of other projects what works, what doesn't work, and the conditions that affect success; provides individual country data on the five factors affecting performance; exams program impact with an analysis of economic and environmental impact and the sustainability and replicability of USAID programs; and provides lessons learned. It includes the five key factors affecting program performance along with economic and environmental impact, sustainability and replicability, and finally, operational considerations.
