This report presents the results of cost-benefit and related analyses of fourpollution prevention options for reducing accidental oil outflow from existing Pre-Marpol single-hull tankers. This report is organized into two sections: Section 2 describes the pollution prevention options analyzed in this study; and Section 3 discusses how the cost and benefit estimates for U.S. coastal and international Pre-Marpol tankers to comply with the options were developed, including a discussion of the key assumptions underlying the analysis. The cost and benefit results and supporting analyses conducted for this report are presented in Appendices A through G.
