The goal of the Project CARE grant was to use organizations skilled in communityorganizing and coalition building, to assist communities in developing the leadership and plan of action necessary to meet the home and community-based service needs of the increasing numbers of older persons at risk. These local coalitions would be supported by the Area Agencies on Aging.
