The purpose of this paper is to illustrate how economic models of the health careindustry may be understood in terms of a common structure. A very simple example of this structure is developed. This model, and the discussion in general, is related specifically to one used by the Congressional Budget Office (CBO) to assess the effects of managed care on the economic impact of some of the recent health care reform proposals. By studying a model's variations on, and departures from, this structure, and by studying each model's choice of values for key variables together with the degree of uncertainty associated with these values, it should be possible to understand how each model produces its different estimates of redistributions and savings from the various national health care reform proposals. It should also be possible to more effectively assess the reliability of the various models as policy guidance tools in terms of their structure and assumptions.
