The Space Environment Laboratory, using interplanetary scintillation (IPS) datafrom the Mullard Radio Astronomy Observatory, Cambridge, UK, has investigated Hewish's (1990) suggestion that all-sky g-maps of the relative scintillation of radio sources can be used to forecast geomagnetic storms. On the basis of our analysis of more than 2 years of maps, we conclude that the single-station observations do not meet the criteria for a viable forecasting tool. The reasons are threefold: (1) the problems inherent in detecting and analyzing IPS events on maps that take 24 hours to complete; (2) serious questions about the quality of the IPS g-values; and (3) difficulties in interpreting two-dimensional IPS events as three-dimensional solar wind disturbances. These issues are discussed in detail, and recommendations are made for future work to demonstrate that IPS observations can be used for real-time forecasting.
